The 2018 Freedom Community Comprehensive Plan or “Freedom Plan” was released on May 8, 2018 and is now open for a 60-day public comment period. The plan is posted on the freedomareaplan.org website along with an interactive Future Land Use map and a list of properties with a land use change from the 2001 Freedom Plan.

The 60-day public comment period will conclude with a Public Hearing scheduled on July 11, 2018 from 6:00 pm – 8:00 pm, at the Liberty High School Auditorium. The Planning and Zoning Commission will then have an opportunity to deliberate on the plan and may take-up any issues as a result of the public hearing before officially forwarding the document to the Board of County Commissioners for their consideration of adoption. Citizens can comment by:
1) Sending written correspondence to Carroll County Department of Planning, 225 N. Center
Street, Westminster, MD 21157.
2) Completing the Carroll County Government Comment/Question Form available on the website
3) Emailing the Planning and Zoning Commission at plancomm(Sorry, please remove this text and add the normal symbol.)ccg.carr.org
All comments must be received by the close of the public hearing on July 11, 2018.
On April 17, 2018 the Carroll County Planning Commission accepted the Freedom Community Comprehensive Plan. This updated plan is based on the remanded instructions from the commissioners in October 2017.
